The Temasek Foundation Water Leadership Programme (TFWLP), developed in collaboration between Temasek Foundation, the Lee Kuan Yew School of Public Policy at the National University of Singapore, and PUB, Singapore’s national water agency, is designed for water utilities managers operating in Asian emerging markets that are adapting to the increasing water and sanitation demands placed on them. The programme will expose participants to the best practices in water utilities governance, practical guidance on managing water utilities effectively, and potential strategies to deal with existing and future challenges.
The 12-day programme includes:
- State-of-the-art classroom setting with a combination of lectures and case studies to enhance learning effectiveness
- Site visits to provide first-hand experience on how Singapore has dealt with challenges in water resource management
- Case studies and panel discussions among practitioners
What will participants gain from the programme?
- Appreciate insights from water leaders on factors contributing to successful water utilities
- Learn key issues, options and best practices in water utilities management from the exercise of comparing the performance of water utilities across Asian countries
- Increase their knowledge of good practices in the design and implementation of investment projects in the water sector
- Identify the various options of private sector participation through a public private partnership (PPP) approach for ensuring improved and sustainable service delivery
- Understand the different types of regulation structures and approaches
- See how Singapore has adopted an innovative concept of multiplying water supply by leveraging on advanced technologies to reclaim treated used water
Team Application
The TFWLP will accept team applications composed of 5-7 members each from one country. 5-7 specific country teams will be selected to participate in the programme. Each team would ideally be composed of 3-4 persons from a public utility agency, 1- 2 national government representatives, and 1 – 2 private or not-for-profit representatives.
Scholarships Available
Full tuition expenses and hotel accommodation will be covered by the TFWLP. Participants are expected to cover their own airfares and per diem. Lunch, tea breaks and transportation to and from the programme venue and hotel will be provided daily.

How to Apply
Interested parties should complete the application form attached to this brochure. The application form consists of 2 parts:
(i) 1-2 page team project description (TPD) that would:
- Introduce their team members
- Identify and describe a specific water utilities management challenge faced by their city / country
- Present a feasible plan of action that they can work on to address this challenge within the next year
(ii) Individual background information on team members
